Annual reviews, KOHA-PICD (Kaihono hei Oranga Hapori o te Ao - Partnerships for International Community Development)
New Zealand Agency for International Development (NZAID) July 2007- June 2010
Hilary and Steve are the current reviewers for the KOHA-PICD fund, which supports community development projects for New Zealand non-governmental organisations (NGOs) working overseas. Organisational reviews for SurfAid NZ and TEAR Fund NZ were completed in 2008-2009, and current reviews are scheduled for Mahitahi (Catholic Overseas Volunteers), Save the Children NZ, Oxfam NZ, and Christian Blind Mission.

In 2007-2008 Hilary was a reviewer with Terry Butt for four NGOs: International Needs New Zealand (INNZ), Fred Hollows Foundation New Zealand, UNICEF NZ, and Family Planning International.

Education baseline data for Kiribati and Vanuatu

Hilary and Steve worked with UNICEF Pacific and the Ministries of Education in Kiribati and Vanuatu to gather baseline education data in preparation for UNICEF's planned programmes for Child-Friendly (Child-Centred) Schools.

The IELTS General Training module as a predictor of performance in practical tertiary programmes
International English Language Testing System (IELTS) Cambridge ESOL, British Council and IELTS Australia 2006-2007
This project investigated the extent to which the IELTS General Training module predicts success in tertiary programmes; whether any of the individual reading, writing, speaking and listening tests are critical; and how the English score interacts with non-language programme pre-requisites. It also looked at other language-related factors which are involved in student success in these programmes, including student and staff perceptions of the relationship between language and non-language factors in success at tertiary study.
Attitudes of tertiary key decision makers towards English language tests in Aotearoa New Zealand International English Language Testing System (IELTS) Cambridge ESOL, British Council and IELTS Australia 2004-2005
This was a project for Cambridge ESOL, the British Council, and IELTS Australia (Round 9). It investigated the attitudes of tertiary key decision-makers towards English language tests in Aotearoa New Zealand. There was a particular interest in finding out about the English language tests used by tertiary institutions in Aotearoa New Zealand, and how the entry threshold levels are established for international ESL (English as a Second Language) students - and other ESL students - studying at tertiary level. The survey was sent to all public and private tertiary institutions (non-language school) which were signed up to the Ministry of Education's Code of Practice for the Pastoral Care of International Students.
